Program Eligibility
Adults
To be eligible for Workforce Investment Act (WIA) adult services, individuals must be 18 years of age or older, who are registered for selective service and have right to work documentation such as a social security card, passport, birth certificate, etc.
- First priority is given to recipients of public assistance and other "Low Income" individuals according to the Federal Low Income Guidelines.
- Second priority is given those who are not "Low Income" but who have one or more substantial barriers to employment such as offender status, deficiency in basic skills, homeless, disability, single parent, language or cultural barriers.
- Adults who may be considered as underemployed may also be considered for services under WIA.
Dislocated Workers
To receive Workforce Investment Act (WIA) services under the Dislocated Worker Program individuals must be eligible adults who:
- Have been laid off and are unlikely to be able to return to a previous industry or occupation; or
- Have received a termination notice as a result of a permanent plant closure; or
- Were self-employed but are unemployed because of economic conditions in the community; or
- Are displaced homemakers who are no longer supported by another family member's income.
Youth
To be eligible for youth services under the Workforce Investment Act (WIA), youth must be between the ages of 14 and 21 (up to 24 for the Summer Youth Employment Program), “Low Income” according to the Federal Low Income Guidelines, and meet at least one of the following six (6) specified barriers to employment:
- Deficient in basic literacy skills
- A school dropout
- Homeless, runaway or foster child
- Pregnant or parenting
- An offender
- Or requires additional assistance to complete their education or secure employment, including a youth with a disability
