How does your project lower costs and improve care for families, businesses and create a more sustainable industry?
Comprehensive reforms under provisions of the Patient Protection and Affordable Care Act (ACA), designed to expand access to healthcare services to millions of newly insured individuals, put multiple challenges on our nation, state and local area, requiring new and updated skill sets for a range of clinical occupations and more innovative delivery and payment models.
Objective of Initiative:
Engage a broad set of innovation partners to identify and test new care delivery and payment models that produce better care, better health, and reduced cost through improvement for high-risk target populations (i.e., elderly, underserved).
Identify new models of workforce development and related training and education that support new models either directly or through new infrastructure activities.
Rapidly deploy care models with-in 6 months of award.

California Endowment Healthcare SPECIAL Project
The California Workforce Association (CWA) encouraged local Workforce Investment Boards (WIB) to submit a letter of interest to CWA for California Endowment grant funds to develop a regional strategic plan on diversifying the allied healthcare workforce and addressing high demand occupations. CWA awarded the Monterey County WIB and its Workforce Collaborative of California's Central Coast (WCCCC) partners $44,000. WCCCC was formed in May 2009 and includes the WIBs of Monterey, San Luis Obispo, Santa Barbara and Ventura Counties in collaboration with Santa Cruz and San Benito Counties. This initiative aims to improve the on-going planning and program strategies of the WCCCC WIBs and their education and community partners, to develop pipelines for a diverse workforce, better articulated K-12 and community college programs, and increase the diversity of the healthcare workforce in the region.

Governor's Gang Reduction, Intervention and Prevention (CalGRIP) GRANT
This grant project aims to serve youth who are at risk for gang involvement, gang-involved or gang members, and are 18-24 years of age. The need to provide a continuum of services from successful local programs that serve youth will be answered by this collaborative effort. Turning Point of the Central CA, Rancho Cielo Youth Campus – Salinas Youth Corps, Salinas Adult School, Monterey County Behavioral Health and Probation Department, and local employers will support participants’ academic and employment achievement.

Exemplary Performance Award
The Monterey County Local Workforce Investment Area received an Exemplary Performance award of $21,271 for successfully meeting or exceeding its negotiated performance for all of the Common Measures in each of the customer groups, including Adults, Dislocated Workers, and Youth. The incentive funds are for exemplary performance for fiscal years 2007-08 and 2008-09.

Disability Program Navigator Grant
Over the past eight years, the WIB has successfully applied for and received a total of $482,715 in State funding for the Disability Program Navigator (DPN). The role of the DPN is to conduct outreach to the disabled community and organizations that serve individuals with disabilities, provide expertise and information on work incentives and employment programs, provide assistance on navigating through programs and employment services such as transportation and healthcare and serve as a resource throughout the One Stop Career Center system.

California Clean Energy Workforce Training PROGRAM GRANT – "Monterey Bay Green Building/Pre-Apprenticeship Training Program"
Hartnell College, the lead applicant, has formed partnerships with Cabrillo College and the Workforce Investment Boards of Monterey and Santa Cruz Counties. All required partners have been involved in the design of this project and are committed to membership on the project advisory board; implementing outreach and recruitment; delivering assessment services; providing instructional delivery; and supporting project management and evaluation.
The Monterey Bay Green Building/Pre-Apprenticeship Training Program will serve 140 targeted participants in the Monterey Bay region - Monterey and Santa Cruz Counties. The region was selected because it combines and leverages infrastructure and resources that will support green industry growth, particularly in construction and solar energy. The project will serve a large population of unemployed, disadvantaged individuals from communities with high rates of poverty and low educational attainment. The project will provide comprehensive training and support that will enable participants to rapidly acquire the skills needed to secure full-time career track employment in the green building industry and/or succeed in additional postsecondary education programs.

Regional Industry Clusters of Opportunity Grant (RICOG)
Santa Barbara Workforce Investment Board (WIB), the lead applicant, has formed partnerships with the WIBs of San Luis Obispo, Santa Barbara, Ventura and Monterey Counties for developing the green industry clusters of opportunity across the Central Coast Region. The project encompasses a three phase approach that will initially evaluate and assess available resources and research available in the region, using the clusters of opportunity to diagnosis and develops a comprehensive understanding of the region’s green industries. This grant is intended to bolster regional economic competitiveness by building the capacity of regional collaborations to identify growing industries, undertake strategic planning and leverage public and private resources.

High Concentration of Eligible Youth Grant
This grant allows for the expansion of services to serve eligible youth of incarcerated parents. A total of 25 youth of incarcerated parents will be provided with in-depth career assessments, supportive services, vocational training, work experience and on the job training opportunities.

ARRA On-the-Job Training National Emergency Grant (NEG)
This project involves a three-county WIB collaboration consisting of Santa Cruz, Monterey, and San Luis Obispo Counties to serve 60 employers with 60 On-the-Job Training (OJT) contracts. Placement services will be provided through a combination of One Stop providers and a contractor with the demonstrated ability to provide regional placement services. The purpose of a regional design is to create a borderless delivery system that optimizes county resources and employer networks to reach and serve long term dislocated workers without geographic restrictions. Program progress and regional planning will be discussed during scheduled monthly tri-county consortium meetings. Under the three-county collaborative, Shoreline Workforce Development Services, shall provide the regional OJT development services. The Office of Employment Training will utilize OJT funds for target populations of ex-offenders and veterans, which are the focus of local initiatives.
